One of the biggest obstacles to SOA implementation is the ill-informed belief that SOA is a product, instead of a way of thinking. The need to model and refactor business process through Use Case analysis has to be a starting point for rational SOA discussions. If your business can't articulate meaningful services, the architecture is still-born.

"Respecting the social and power structure" of an organization when promoting service orientation (and the ensuing architecture that evolves from that effort) is of major importance and is well-stated.
